Accessibility Requirements Under DOJ Title II
The Department of Technology Equity and Inclusion (TEIN) is committed to providing an accessible and inclusive digital environment. Chico State is also required to comply with federal and state disability laws.
In April 2024, the Department of Justice (DOJ) issued a rule requiring all public institutions to ensure their digital content meets Web Content Accessibility Guidelines (WCAG). This rule takes effect in April 2026.
This requirement applies to all web content, including:
- Webpages
- PDFs
- Images
- Videos
All new or updated web content must be accessible before it is published.
Chico State already has strong accessibility practices in place. To support compliance with this requirement, Web Services requires all PDFs to be submitted for accessibility review and remediation before they are uploaded to Cascade.
Submit PDFs to Web Services
If you need to add a new PDF or update an existing one on your website, submit a Web Support ticket.
Include the following with your request:
- The PDF file or files
- A clear description of where the PDF should appear on your site
Web Services will review the document for accessibility, remediate issues as needed, and upload the final version to Cascade.
Add Multiple PDFs to a Ticket
- Select the Browse button in the Web Support ticket form.
- In the file window, hold the Shift key and select the PDFs you want to attach.
- Select Open.
When to Use the Content Accessibility Ticket
If your PDF is 12 pages or longer, submit it through the Content Accessibility and Remediation ticket to support appropriate turnaround times for larger documents.
How PDF Uploads Work in Cascade
Content Contributors cannot upload PDFs directly through Cascade workflows.
To add a PDF to your site, submit a Web Support ticket with the PDF attached and include clear placement instructions.
Content Contributors may also send the PDF to webservices@csuchico.edu and include the same instructions in their workflow request. However, the Web Support ticket is the preferred method.
Why Accessible PDFs Matter
Legal Compliance
The university is required by law to ensure digital content is accessible to all users, including people with disabilities. Publishing inaccessible PDFs increases the risk of legal action against Chico State.
Improved Usability for All Users
Accessible documents improve usability for a wide range of audiences, including:
- Users on mobile devices or different technology platforms
- Users reading in a second language
Easier Content Maintenance
Accessible PDFs are structured more effectively, making them easier to update and maintain over time.
