Description

This project corresponds to enhancement #1 on ticket 14591633.

1. Employees - Update to CHICC015_AE - If a mobile number exists on the person record, it should populate the Text Message (SMS) and Telephone Number if one does not exists on the Chico State Alerts table. Should be editable by employee in self service on the Chico State Alerts page, but if they have not entered a SMS or a phone number, we will populate the field(s) with a "mobile" number if one exists on the person record.

We've been asked to deliver this functionality by 4/1, but will need to confirm actual go-live timing with Dylan Saake based on union meet & confer process. He may need more time than that, or he may need changes to whatever we deliver.

We're looking to drive this process using the view that is currently driving access to the Alerts system. The first time a user shows up in the view, we want to grab their mobile number from existing tables and add it to the alerts table. When a user leaves the view, we want to remove their mobile number from the alerts table. Users have the option of opting out, if they so choose.
